Concerns & Complaints
If you have a concern or a complaint about the safe removal or return of an athlete, you have the right to submit a complaint for the CSCC to investigate. The CSCC takes all concerns and complaints seriously. When reviewing complaints and making decisions, the safety of athletes is the guiding principle.
Among the reasons for complaints are concerns that a registered organization or its member has failed to:
- keep athletes safe by ignoring concussion policies;
- report and/or maintain record of injury;
- support proper return-to-play guidelines;
- complete annual concussion education;
- provide concussion resources to members
If you are not sure if you want to file a complaint, contact the CSCC via email or at (416) 961-7000.
Step 1: Review the complaints process
Learn more about the complaints process below or contact us at (416) 961-7000 to discuss your questions.
You may discuss the complaints process before you make a formal complaint, and you do not have to share your name. When and if you decide to make a formal complaint, you will be required to identify yourself.
Step 2: Gather information about the complaint
You must submit your complaint in a recorded format. Recorded means your complaint can be written, or in an audio or video format. College staff cannot record your complaint over the phone. You can have another person assist you in submitting a complaint. If you require any accommodations when filing a complaint due to a disability, please contact the College.

The CSCC needs the following information from you:
- a description of the behaviour, action or inaction you are concerned about, and as much detail as possible about the time and location that they occurred;
- your name and contact information (telephone number, mailing address). We cannot address anonymous complaints;
- the name of the registered organization or coach;
- the name of the athlete involved (if applicable to removal or return after unintentional contact).
After an investigation, the organization or coach(es) involved may be referred to the Discipline Committee for allegations of safety misconduct or incompetence.
The Discipline Committee will then conduct a hearing to consider the allegations and decide the case. In general, cases that involve a high-risk to the safety of athletes, such as refusing to follow the Code of Conduct & Ethics including, annual concussion education and mandatory reporting, are more likely to result in a referral to the Discipline Committee.
